We are seeking a highly motivated Capture Manager to support our Federal, State, and Local Government business development efforts by identifying, qualifying, and capturing strategic opportunities that align with Kroll's portfolio of services.
This position is ideal for a capture professional who thrives in a collaborative environment, understands the government procurement process, and can lead capture activities from opportunity identification through proposal submission.
Position Summary
The Capture Manager will be responsible for managing government capture activities, coordinating proposal efforts, identifying strategic partnerships, and working across technical and business teams to position Kroll for successful contract awards. The successful candidate will combine strong business development skills with exceptional writing, communication, and organizational abilities while leveraging modern AI-enabled tools to improve efficiency and proposal quality.
Key Responsibilities:
Identify and qualify Federal, State, and Local Government opportunities that align with Kroll's strategic business portfolio.
Lead capture efforts throughout the opportunity lifecycle, from qualification through proposal submission.
Organize, coordinate, and manage responses to government solicitations, including Requests for Proposals (RFPs), Requests for Information (RFIs), Sources Sought notices, and other procurement opportunities.
Develop capture strategies that increase Kroll's probability of winning competitive procurements.
Identify, evaluate, and establish relationships with strategic teaming partners, subcontractors, and technology providers to pursue joint opportunities.
Coordinate internal stakeholders, including technical, operational, legal, pricing, and executive leadership, to develop compelling proposal responses.
Work collaboratively with subject matter experts to articulate customer-focused solutions and measurable outcomes for government clients.
Monitor procurement forecasts, agency priorities, and acquisition trends using GovWin and other market intelligence resources.
Utilize artificial intelligence tools to improve proposal development, research, content creation, compliance reviews, and overall work product quality while ensuring appropriate governance and accuracy.
Support proposal reviews, compliance reviews, and proposal management activities as needed.
Maintain opportunity pipelines, capture plans, and pursuit documentation.
Required Qualifications:
Master's degree or equivalent professional experience.
Experience managing capture efforts for Federal Government and/or State and Local Government procurements.
Demonstrated experience responding to government solicitations and coordinating proposal development activities.
Understanding of the government acquisition lifecycle and competitive procurement processes.
Experience working collaboratively with technical, operational, and executive teams to develop winning proposals.
Ability to identify and establish strategic teaming relationships.
Experience using GovWin or similar government opportunity identification platforms.
Excellent written and verbal communication skills, including the ability to develop persuasive, customer-focused proposal content.
Strong organizational and project management skills with the ability to manage multiple concurrent pursuits.
Ability to communicate technical capabilities in terms of mission outcomes and customer value.
Experience leveraging artificial intelligence tools to improve research, proposal development, and business development workflows.
Preferred Qualifications
Active U.S. Government security clearance (or eligibility to obtain one).
Experience supporting or partnering with organizations focused on artificial intelligence or advanced technology solutions.
Existing relationships within Federal or State and Local Government agencies.

The current salary range for this position is $150,000 to $200,000
